National Transport Certification Architecture

Three license tiers — CDS, CDS+911 Yellow, and CDS+911 Red — governed by the Taya Foundation insurance ecosystem, enforced by the Sempouse MTEC module, and unified under one nationwide price policy.

Cost Control

The Three Levers of the Transport Economy

When Taya Foundation operates as payer (insurance), platform operator (CDS / CDS+911), and transport licensor (LMT-Express), it controls all three levers — collapsing the cost curve without conflict.

Pricing Authority

The Foundation sets the reimbursement benchmark. No operator can overcharge; they must accept the national rate.

Licensing Authority

The Foundation defines the operational standard. Operators must convert to the CDS / LMT-Express model or lose eligibility.

Network Authority

The Foundation decides in-network providers. Out-of-network billing and surprise billing disappear.

Architecture

Three-Tier License Structure

Each tier carries distinct staffing requirements, authority, and dispatch permissions. Red is the only tier that requires a paramedic or assisted nurse license.

CDS Tier
CDS — Hospital Tier
Non-Emergency Only
Staffing Requirement
  • • No paramedic license required
  • • No assisted nurse license required
Authority & Permissions
  • • Hospital discharge
  • • Hospital transfer
  • • Appointment pickup / drop-off
  • • Home-to-hospital mobility
  • • No 911 access
  • • Cannot take Yellow or Red trips
Why

CDS is an EMTALA-compliant discharge agent, not an emergency responder.

Yellow Tier
CDS+911 Yellow
Non-Critical Emergency Tier
Staffing Requirement
  • • No paramedic license required
  • • No assisted nurse license required
Authority & Permissions
  • • Non-critical emergency
  • • Behavioral health (non-critical)
  • • Moderate-risk mobility
  • • Can take CDS trips
  • • Cannot take Red trips
  • • Limited 911 adjacency (not full 911)
Why

Yellow is 911-adjacent, but not medically critical — the middle tier.

Red Tier
CDS+911 Red
Critical Emergency Tier
Staffing Requirement
  • • Paramedic license OR Assisted Nurse license — mandatory
  • • This is the only tier requiring medical credentials
Authority & Permissions
  • • Critical emergency
  • • High-risk mobility
  • • Behavioral health (critical)
  • • Dual-vehicle Caravan Protocol
  • • Can take any CDS or Yellow trip
  • • Full 911 adjacency (non-ambulance class)
Why

Red handles critical mobility and crisis stabilization — medical credentials are mandatory.

Hierarchy

Tier Movement Rules

Red can take all trips. Yellow may take CDS trips but not Red. CDS is restricted to hospital trips only.

TierCDS tripsYellow tripsRed trips911 Access
RedFull 911 adjacency (non-ambulance)
YellowLimited 911 adjacency
CDSNo 911 access — hospital only
Price Policy

Nationwide One-Price Policy

Three tiers, one national rule. Each price covers two CDS drivers, two vehicles, and one mission under the Caravan Protocol.

CDS Caravan
$200 + 200

2 CDS drivers · 2 vehicles · baseline medical mobility

CDS+911 Yellow
$200 + 200

Same price · non-critical emergency · no siren, no stretcher

CDS+911 Red
$300 + 300

Critical tier · higher liability · still non-ambulance class

Why it works: ambulance cannot survive at this reimbursement once surprise billing, out-of-network billing, ALS/BLS codes, and siren-based emergency classification are eliminated. The old model fades out — it converts.
Compliance Device

Sempouse MTEC Module

Sempouse is the FDA-approved medical telemetry module that becomes the core compliance device for every CDS, CDS+911 Yellow, and CDS+911 Red vehicle. Without Sempouse, no vehicle may operate under the Foundation's policy.

Medical Telemetry

BP, O₂, temperature, and behavioral vitals captured in transit.

Liability Verification

Confirms insurance coverage and compliance status per trip.

Dispatch Authorization

Authorizes and classifies each trip against tier permissions.

Trip Classification

Enforces CDS / Yellow / Red rules — no tier overreach.

Insurance Billing

Auto-assigns 200+200 / 300+300; eliminates surprise billing.

Pre-Licensing

A vehicle cannot receive a CDS / Yellow / Red license until Sempouse is installed.

Post-Conversion

Converted ambulances remove sirens & stretchers, install dual-wheel + Sempouse, pass inspection.

Annual Recert

Calibration, firmware compliance, telemetry accuracy, and insurance audit alignment.

Insurance + Sempouse Incentive

Vehicle Insurance Structure

The $600 Sempouse incentive is applied per vehicle: install Sempouse and subtract $600 from the premium; refuse it and $600 is added. The gap is large enough to drive voluntary, nationwide compliance.

TierVehicle Liab.Prof. Liab.w/ Sempousew/o Sempouse
CDS$1,200$1,200$2,400$3,000
CDS+911 Yellow$2,400$1,200$3,600$4,200
CDS+911 Red$3,600$1,200$4,800$5,400
With Sempouse Installed
− $600

Vehicles save $600 / year and gain full licensing eligibility.

Without Sempouse
+ $600

Penalty applied per vehicle — no licensing, no billing eligibility.

Sector Transformation

Ambulance → LMT-Express Conversion

Ambulance companies don't close — they convert. Existing paramedics and vehicles are re-licensed as LMT-Express units under the Foundation's insurance, pricing, and compliance standards. The old model fades out automatically.

No longer emergency ambulance under EMTALA

Remove stretchers
